Task Description: Safe Paddlesport and associated activities for all involved.
Location of Task: On water and off water activities at the Collingwood Dock venue and dock complex.
Personnel Involved: Paddlers, Members, Visitors, All Participants, Spectators, Canoe Polo Participants Referees / Officials, Club Personnel
Duration of Task: For the duration of club activities and sessions.
Overall Control Measures: Club Documents and Policy’s currently in force; British Canoeing associated mandated Policy’s.
This document may be required to be read in conjunction with other FOACCL documents.This document is to be reviewed annually (normally while FOACCL renews affiliation with British Canoeing), or following a relevant incident severe enough to trigger a review of this document – whatever occurs first.

General
All Activities. Paddlers Officials Constant Major Remote 8 Participants must comply with club Policies and therefore with certain British Canoeing Policies. Minor Improbable 1 Ongoing continual review that all conditions are being observed and adhered too by coaches. Ensure each member/visitor has access to a current copy of the club Policies, via the club website.
Safeguarding All Participants, Adults, Children, Minority Lost Time Possible 6 All members and people on our site agree to follow our club policies and procedures, of which safeguarding and code of conduct is one of them. An Event Safeguarding Officer is to have oversite over the Safeguarding of the event. Minor Improbable 1 Coaches are to be DBS checked and attend a safeguarding course.Volunteers who have regular contact with U18 are to be DBS checked and attend a safeguarding course.
First Aid / Injuries All Participants Constant Minor Probable 4 Paddlesport is an “assumed risk sport”. There will be a designated First Aid club official on site. Minor Improbable 1 All Coaches are qualified First Aiders. All injuries should be reported as a near miss. Means of contact for emergency services to be available at the venue.Defib available at Titanic hotel and Training centre when open.
Safety Cover Paddlers Majority Major Probable 16 Paddlers are to either have a coach present or be in a minimum number of three that are at the standard to self-rescue and rescue others; one person is aged over 18 or a coach (Land or Water) is in the vicinity.Compliant with the Club Safety Cover Policy An Event Safety Officer is to have oversite over the Health And Safety of the event. Minor Remote 2 British Canoeing Awards set an appropriate level for standards, such as 2 Star, Explore awards and higher. However other factors can be taken into account such as experience, competition level and paddlers being at the standard that to self-rescue and rescue others, during paddling on the water.
Personnel Limitations All Participants Constant Lost Time   Probable 8 Limitations for water activities are as per our Safety Cover Policy People on the pontoons are to be kept to a minimum – only officials are permitted access.Unless there is an exceptional event there is no land restrictions on personnel. Minor Improbable 1 For the event if there are officials for that event (such as Canoe Polo) the referees are  to ensure on water activities under their control is safe, paddlers are to follow the instructions of the referee/officials in all safety matters without question.
 
Off-Water
Boat and Manual Handling All Participants Briefly Lost Time Probable 8 If carrying boat alone paddlers are to ensure it is within the limits of their personal limitations and experience. Minor Remote 2 All paddlers are advised that two people should lift boats at least. Failure to do so could lead to injury.
Boat Stores All Participants Minority Minor Possible 3 Boats are to be stored in a safe manner.Boats are to be lifted safely following manual handling techniques Minor Remote 2 Were possible two people are to lift boats onto racking.Junior members are not to enter boat stores unsupervised.
Changing rooms All Participants Minority Minor Possible 3 Changing rooms are to be kept tidy to prevent trips and falls. Minor Remote 2 No food waste is to be left within changing rooms.
Meeting Room All Participants Minority Minor Possible 3 Meeting room is to be kept tidy to prevent trips and falls.Junior members are not allowed near to hot water urn.Bins are to be emptied and rubbish disposed of within club waste skip. Minor Remote 2 Junior members are to be supervised in meeting room.
Viewing Area All Participants Minority Minor Possible 3 Viewing area is to be kept tidy to prevent trips and falls.Both access doors are to be open to allow access and escape routes.Doors are to be tide back in windy conditions. Minor Remote 2 At least one shutter is to be open to allow viewing of any incidents on the water.
Car Park All Participants Minority Major Probable 16 People are to be made aware of traffic within parking areas.Vehicles are to park in a safe manner as not to obstruct access routes.Club officials are to control cars in venue at the start and the end of the event when the traffic flow requires it. Cars are to adhere to the speed limit of 5pmh during the event. Minor Remote 2 Car park is also accessed by other users.Club officials are to wear high visibility clothing to ensure the cars are able to see the martials.
Tripping or Slipping on access steps or pontoons.   (see also Drowning section 20 ) All Participants Minority Lost Time Possible 6 Advised to wear suitable wet footwear with a non-slip sole, or training shoes, when using the access steps to the pontoons and whilst stepping on and off the pontoon bridges. Pontoon walking surface wood is specific non-slip construction. But care needs to be exercised to avoid algae or, bird deposits etc. particularly when wet. Minor Remote 2 Ongoing Housekeeping Maintenance to ensure minimum build-up of growth or droppings by Club Officials when the risk is increasing. Ongoing continual review that all conditions are being observed and adhered too by Club Officials.
Ergo Paddling Machine All Participants Majority Minor Probable 4 The Ergo machine should be positioned in an area with adequate space and for it to be safe for others. Under supervision from a delegated official. Minor Remote 2 Any paddler using the Ergo machine should be familiar with its use and should undergo a basic introduction from an experienced club member or club coach.
Spectating Spectators Majority Minor Probable 4 Spectators not to encroach over the dock wall perimeter fencing. Instructions will be issued. On site induction. Minor Improbable 1 Club Members and Officers to monitor and advise the spectators when they are not acting in the best manor.
Club Personnel Minority Serious Probable 12 Maintenance activities are to be completed by competent people. 110Volt Power tools to be used Minor Remote 2 Dynamic risk assessments are to be completed by person completing works.
On-Water
Canoe Polo Canoe Polo Participants Referees / Officials Majority Serious Probable 12 All Canoe Polo activities will be compliant to the current British Canoeing Canoe Polo Rules Paddlers participating in canoe polo shall wear the appropriate protection which includes but is not limited to Buoyancy aids, Helmets with face guards. Canoe polo is a contact sport so inherent risk is present. Coaches are to be made aware of any injuries. Junior members should compete against similar ability players. Lost Time Improbable 2 First Aid kit available for the coach on site / First Aider on site to use when there is a causality. Players are to warm up before activity.
Launching / Landing Areas and Sides Paddlers Minority Serious Probable 12 Paddlers are to use the primary Launching area at our ramp, paddlers are not to exit on pontoons unless required to fulfil official duties for the event. When embarking and disembarking from the water from a Kayak, Canoe, SUP ensure that care is used with help if necessary, using the correct technique Coaches are to be inducted to location of safe evacuation locations. Minor Remote 2 Standing in SUP’s is prohibited when within falling distance to an object – including walls. Kneeling when embarking and disembarking the SUP. Helmets to be used for SUPs. Emergency escape ladders are located at the end of pitch 2 and near to ramp access.
Water Quality Paddlers Constant Serious Possible 9 Water quality is regularly monitored and the results are held with the Responsible Authority Minor Improbable 1 Paddlers are to report any concerns to Club Officials for the Club Officials to contact the Responsible Authority to raise the concerns.
Environment Paddlers Constant Serious Possible 9 Paddlers are to be aware of other water users and keep away from powered craft Paddlers are to be aware of wildlife on and surrounding the water system and steer clear Any floating rubbish is to be cleared from pitches before use. Minor Remote 2 Coaches, Leaders, Experienced Paddlers, Team Captains are to stay vigilant and ensure they have a plan to get to safe water at all times to mitigate the risks when they occur.
Drowning. (see also Safety Cover section 4 ) Paddlers Members Visitors Majority Major Remote 8 Paddlers required to be able to swim and wear a buoyancy aid on the water. Sole people on pontoons are required to wear buoyancy aids if there are no other people in the vicinity. Site induction, visitors to be advised of any danger areas. Lost Time Improbable 2 Life Buoys & throw lines are available on dock wall for people to throw to the causality when a person needs assistance. Paddlers are to either have a coach present or be in a minimum number of three that are at the standard to self-rescue and rescue others; one person is aged over 18 or a coach (Land or Water) is in the vicinity with a throw line if on land.For the event if there are officials for that event (such as Canoe Polo) the referees are  to ensure on water activities under their control is safe, paddlers are to follow the instructions of the referee/officials in all safety matters without question.
Paddlers Minority Serious Possible 9 Minor Remote 2
Entrapment Paddlers Briefly Major Possible 12 Paddlers are to either have a coach present or be in a minimum number of three that are at the standard to self-rescue and rescue others; one person is aged over 18 or a coach (Land or Water) is in the vicinity. Spray decks are to be appropriate for kayak.Paddlers are to be competent to wear a spray deck if one is used Lost Time Improbable 2 British Canoeing Awards set an appropriate level for standards, such as 2 Star, Explore awards and higher. However other factors can be taken into account such as experience, competition level and paddlers being at the standard that to self-rescue and rescue others, during paddling on the water.
Event Specific
Event Contact Point Visitors, Event Participants Constant Lost Time Probable 8 There is to be an event contact point for all matters for the event. This is usually going to be the “Control Portacabin” which is the portacabin closest to the main water access ramp. Minor Remote 2 There is to be a first aid box available at this location, also this is to be the point of contact point for the First Aider, Event Safety officer and the Event Safeguarding Officer – these roles may all be one person.
Changing Paddlers Majority Minor Probable 4 Adequate changing facilities for Male and Female is to be available – if alternative changing facilities are required paddlers to  inform club officials.
Club Safeguarding rules applies to all visitors – specifically in regards to the Changing Room Guidance/Rules. 		 Minor Improbable 1 If required gazeboes can be erected to provide changing room space for event paddlers with separate genders.
Toilets All Participants Briefly Major Probable 4 Toilets are to be provided for the event and are to be cleaned to a suitable hygienic standard prior to the event and stocked with the necessary essentials. Minor Improbable 1 Through the event and post event club officials are to ensure the facilities are kept hygienic and stocked with necessary essentials.
All Participants to ensure they clean after themselves to ensure hygienic standards do not fall.
Catering – Food / Drink Club Officials, All Participants Constant Serious Probable 12 Club Officials involved in food handling / preparation are to ensure they are hygienic.
There is to be a Club Official present with a suitable food safety qualification to ensure high standards are adhered to.
Officials are to ensure all food is well cooked/prepared.		 Lost Time Improbable 2 A Fire Extinguisher is to be in the vicinity for the Club Officials in the event of a fire.
Officials are to be briefed in regards to the environmental risks at the event.
